Constitutional Amendments

Kovind Committee has recommended 18 constitutional changes, requiring the government to introduce and pass a bill in Parliament

Two-Thirds Majority

The NDA needs a two-thirds majority in both Lok Sabha and Rajya Sabha for constitutional amendments. Currently, they lack sufficient numbers in both houses

Opposition from Parties

While some political parties support the idea, major opposition like Congress and AAP, along with 15 other parties, have expressed reservations

State Assemblies’ Approval

Some amendments, such as those related to a single voter list and voter ID, will require approval from half of the state assemblies

Differing Election Cycles

Holding simultaneous elections will require early or delayed elections in some states, which could face resistance

Implementation in Phases

The Kovind Committee suggests a phased implementation, first with Lok Sabha and state assembly elections, followed by local body elections within 100 days

Political Consensus

The government may need to refer the bills to parliamentary committees to foster broader consensus with opposition members
